How many sims can you handle at once in a household?

I sometimes play overstuffed households. The most I've handled at once was 17 (16 sims +1 cat). Anything more than that, my game starts acting funky. I love big crazy households. I don't always play huge ones, when they start to make my head spin I switch to a normal save with either a single sim or a couple.
