Maybe if I was a player that never left the home lot is the only way that would be possible. That is not the way I play. My sims like doing things and I like going with them - as in real life I can't - I am the one always left home. So I live vicariously through my sims - but unfortunately I cannot have big families and live through selected sims too.
When other sims at the household are at home while the selected one is elsewhere, there should a little arrow above their greyed out picture. You can click on it and direct them to socialize with a specific sim, build a skill, clean, etc.
