I usually like 2-4. Playing as one sim is boring, so if I do start with one I quickly get them a boy/girlfriend
Right now I'm doing a legacy so I had a full 8, but it was just a bit too tedious cause I'm addicted to micromanaging >_>
The household is down to 6 now, which I still find comfortable to play with
