I normally give them 1-3 outfits per category, basic would be 3 for everyday and 2 for everything else. Side characters get less outfits. I edit them near their birthdays, usually keeping some of their old style while adding something new. It depends though because sometimes I feel they need a refreshment even when it's not birthday and also sometimes when it's a teen sim I go through a couple of different ideas what their style would be and then I just scrap the former if I'm not happy with it. It doesn't really bother me though I think perhaps in their early teens their parents are still affecting their choice of clothing and then later on they start picking their own clothes more consciously.
