What a wonderful question!
I personally pick 2-5 Outfits per category, with every day fitting their "home world" as much as possible. I change those 2-5 Outfits every Birthday except YA to Adult.
I use the makeover object from Get Famous to change NPC outfits too, especially if one of my playable Sims is hanging out a lot with a badly dressed townie. I have the outfit changing platform and the makeup chair on a retail lot that also sells outfits and has a photo studio.
