Every sim day. I play with aging off, rotate through a lot of sims all in the one save. They each eventually get the whole 25 outfits and then they mostly stay in those clothes for the rest of their time, unless I really learn to hate them, or when I've purchased a pack and I think an outfit will suit them better. When I play them, if the game doesn't choose one of their different outfits from the day before, I'll click on the self-interaction: outfits and choose one for them. For me, clothes, hair etc are a really important way of helping define their individuality, and it's become a fun part of the game for me.
I once read a study that said, on average, women change their clothes 3 times a day! I thought, how ridiculous, no way could that be true for me. But then I found myself changing from my sleepwear into a lay about the house dress, then into a more presentable outfit when I had to go shopping, then back into my house dress, and then of course back into my sleepwear. Just as well I don't work out!
