When I'm in the mood to use the features from Laundry Day, I definitely change their outfits more since you need to change their outfits to accumulate laundry piles in the first place and then I enjoy the moodlets associated with how the laundry was washed.
As for normal game play, I have one family that I consider my "main" family (enough though I play a ton of households) and I definitely do more nuanced play with my main family and change their outfits a bit more frequently than I would other households. I've been trying not to waste time making a million outfits for each new sim I create because I know that I won't use their outfits regularly
