Yeah like everyone's said, it really depends on what you plan to do. I'm still playing it and don't have BIG issues, now I've disabled NPC voting, but I do still have residual issues from before it was disabled (the exercise one was enabled when I first got Eco-Living, and ever since my sim can't finish a single action without cancelling it and doing push-ups or stretching, even tho it's been reversed and voting turned off! For me it feels like a big issue because I now have to play out the rest of his life following him and cancelling all of his exercise actions to make him follow through with what I want him to do, and now he has a family it's a nightmare and is driving me crazy!) I deleted the bar in the industrial zone in the new world with plans to turn it into a residential lot...I've been playing for a few days to build that character, just checked the world and that neighbourhood is now neutral...so I can't experience playing in the only industrial neighbourhood because there isn't one!!
So, I'd say the game is still playable, but with some annoyances. If you don't want to play with the eco-footprint aspect, and if you turn off NPC voting for NAPS before you even start, then you have a good chance of still being able to play the game. (Sadly, I realise this is basically turning off all aspects of Eco-Living other than the Build and CAS objects :/ )
