I'm wondering whether the sims team will add things like dumpsters to community areas in the game. They're having to update communal areas to add things like the voting board thing, and they'll have to make some changes to the environment so we can see when neighbourhoods are getting polluted/clean etc, so I'm thinking hopefully they'll add things like dumpsters to those areas? Just a thought before you spend hours editing and making changes and then find out you dont need to :# (of course they might not, so you'll wish you'd edited it! :D Who knows!?)
