The game is set to generate townies to fill postions like mixologist, food stall vendors, etc., as well as "co-workers" for Sims in the rabbit hole jobs. I find that just a quick makeover of hair and clothing make most townies presentable -- and you don't really want a town where everyont is perfect looking because that would get boring.
MCCC Dresser module allows players to "blacklist" certain items so they don't show up on townies but I think they'll still be available in CAS to use. I've never used it but I'm thinking of playing around with it to test it, maybe on a copy of my current save.
