Okay, I finally got 1 plant to evolve to perfect! It was a holly plant, which is currently in season. So I'm wondering if sheltered plants will only evolve to Perfect if they are in season. They seem to evolve to Excellent and Magnificent just fine when they're sheltered but out of season.
