How to find and choose…

Firstly, I love your Sim's backstory!

You could simply create a new Sim and move them into your world.

What I am doing in my current save is creating an addition to a pre-made family (in the case the Elderberry family). This way my Sim gets not only a readymade partner but a new family too.

Third option, if you meet a townie you like but who isn't quite right, you could edit them in CAS. (If you aren't opposed to cheats, you can use the full edit mode CAS cheat to change traits/life stages etc.).

I never go for townies but always create the partners-to-be myself and play them for a while too to establish their story.
Its just more fun to me.

In most cases I just let these things happen as they happen. Or as they don't, whichever the case may be. Most of my sims do eventually choose one special partner, but some choose (and keep) more than one, and some never settle down at all in that way. If it's for story purposes I sometimes add a special sim (or a few) for potential partners. I always make them wait to meet each other on their own somewhere in the world, though. I'm not extremely into realism, but the more organically those things happen, the more fun/entertaining they tend to be for me.

What I've done is create a group of very handsome plus mixed race males to be one of my many unplayed townies & let one of my female played sim to decide who she may want in a future soulmate.

If I'm really struggling to pair up a sim, I send them (as saves) into another load. I pick up to 7 housemates as potential partners for that sim.
Move them in together
Run a bachelor or Bachelorette challenge

I pick the elimination by romance meter, overall interaction and sentiments. The final 2 or 3 spend one night each on vacation and after that I choose.
I them load the couple into my main save and marry them there.

I've never had this fail to produce some of, if not all, of my best couples.

I’m thinking I need to included her intended fiancé somewhere in here (as he is a Sim from a previous save), as if he came looking for her. But I don’t necessarily just want to pair her up with him. Maybe he can find his own human partner long the way …. .??

Does your sim know what her fiance's disguise looks like? Because if not, she might meet him by coinicidence and fall in love with the handsome human she takes him for (and might feel terribly betrayed when she learns the truth).

I create them in CAS. Love your backstory. My human Sim has married a Half-Human Vulcan, who is a prince.

What an awesome idea @EnkiSchmidt. He doesn't know what she looks like and she doesn't know what he'll look like. :) Can hardly wait to pop him in game and see what happens now!!
