EC+Empathy is easier if you have twins (or siblings born soon after another) - so when one gets teen mood swing, just spam the 'supportive' conversation options (raises empathy) then have the afflicted teen write in the journal (EC) and have a parent near to encourage both ASAP.
When you get the pop-ups, always take a hit for responsibility (can be brought up with homework+praise) or manners (just set the table or wash the dishes) if possible, because you can bring them back up easily.
Sorry but what's EC? O,O? Yes now I'm having 3 teens. :D I have a young adult male sim and he adopted 3 babies, and he looked after them, they are now all teens. :) I experienced the mood swing about 15 mins ago. I couldn't do anything because the daddy sim was staying at work when he brought that mood swing from school. I let him use the punching bag for relieving his anger. It worked. The time reduced to 4 hrs from 8 hrs. then his daddy sim got back home, and the anger has gone when he talked about the anger problem. Maybe daddy sim needs to find another sim to get married. so that they can get helped from mommy sim. :D
By EC, I meant Emotional Control. I was too lazy to type it again... sorry for the confusion.
Also, you can do the talking between individual teens, that way you can help both at once. And yes, various items can help with individual moods. You can talk to any other sim about the current mood, use the journal, jog it out (not recommended unless you have a reason to raise fitness, they go on way too long a jog and return stinking, requiring further time to get them to normal). Mirror can be used for some.
