I find taking a large household of Vampires out for a mass feeding frenzy and some good mental gymnastics on mortals really spices things up. Getting as many Sims as you can to drop down, bum skyward is hilarious enough to take screenshots.
Take some Spellcasters and set everything you can on fire and turn festival goers into random objects. Or mess with their romantic preferences.
Sometimes it's funny to just take a couple of mean Sims who hate children to where the kids are -- like the Festival of Youth -- and let them scowl at the children and pick fights.
On a more mundane level, I did take a large group of friends on vacation who had gone to Uni together and they hung out for a bit at the ice festival. It's still hard to wrangle large groups, but at least it can keep you occupied. One of my Sims is mean so she woohooed one of the dudes after flirting with a different guy and made him miserable. Then she violently wrecked some kid's snowpal, lol. Just having one rotten apple in the bunch can make things interesting.
Honestly, the festivals almost seem like they're designed more for the player to watch than for the Sims to participate in. I tend to ignore them most of the time unless my Sims happen to be in the area.
