If you're not opposed to using mods, the deathofsimreactiontweak mod over at www.deichschafblog.de/s4/sonstige-mods/ works really, really well. This is the way they should have implemented it in game. Sims will still get a call but if they are a mere acquaintance, the Sad moodlet only lasts a short time. I think it is something like 6 hours for friends, one hour for acquaintances, etc.
