How to "own/buy" a pet instead of just adopting?

So I've tired out the adopting a pet feature and its ok. But how do I own one? Is the only way through the create a sim cas mode? Or do we need to do something special like develop a friendship with t...

Hmm, I noticed something, that after you "rent" a pet for a day, the next time you call the agency up that pet won't be there? I even had another day where it made double of the same pet with the same name but different traits! Seems bugged to me?
