One of my sims always needs a bath real bad on water shut off day and i hate that feature - how can i disable it? Also I dont like my sims wearing the bags on their heads can i disable that too? I ...

Yep, cheat-repeal is quicker. If you go through the normal process, the repealed NAP will get removed on Monday and you have to wait a full week to vote for a different one. I usually collect five siggies, then cheat-repeal and then vote a new NAP within the same voting period.
