Edit: I've decided that I don't need the ability to make specific lots rentals, even if it would be convenient. Households should be able to own multiple lots. They could then use a lot as a more personal vacation home- no editing lots to make it a generic lot or whatever.
That's how I am going about it.
My sim bought an empty lot and used it initially as a camp site with only that cash register (as it is a requirement for a retail lot) and a tent.
He has slowly been building it up to a comfy vacation home.
