The fastest way is to just befriend the sages and ask them to teach your sim like @Onverser explained. You just go there once a day and ask them to teach you. In the meantime you can experiment on the cauldron to learn potions or practice magic (by clicking on your sim). This also helps you sim getting experience to level up. Another great way to level up and get experience is duelling and casting spells.
You can also learn potions by asking the sages, this does not require a day in game to cool down. Just 30 in game minutes. So if your sim is friends with all the sages he/ she can literally walk around the magic realm asking them for the potion recipes, every 30 minutes (which is about the time it might take your sim to walk from one sage to another). So you could master them (within the level your sim are at) in one day.
