I hooked up one of my sims to Penny Pizzazz by using the hookup interaction. It worked to when I went back to playing the sim I hooked up the Sim and Penny were dating and Penny was the sim's girlfriend. Their now engaged and the sim I used the hook up interaction on is now living with Penny in her apartment.
