It's not in CAS but it is... you have to get to cas specifically from the club uniform section, not normal cas. You can also dostuff like set uniform colour to "pink" (I do this for my kids princess club haha... the kids all show up to every meeting wearing all pink, but any outfit. You can set type too like "wear formal" but the sims have the choice what formal thing to show up in
