I gave my werewolf the scavenger and (when I unlocked it) enhanced smell abilities. So I've actually used the Rampage to find some pretty cool stuff, because I can still tell my werewolf to sniff out "treasure" and then dig it up while in a rampage. It's pretty close to the only consistent activities I can tell her to do and expect it done.
Telling them to howl or run is usually less useful, because they'll then run and howl ... someplace else, usually back at whatever lot you had active - and then usually smash or scratch something up. I'd say have them at the bar or the library for the full moon so your stuff doesn't get broken and what does get broken is autofixed next time you visit the lot, but then there are ... bystanders.
(Though I'll admit that the one time I was at the bar for the Full Moon, it was very cool seeing the town with multiple Werewolves rampaging everywhere. Yes, I am a fan of horror, why do you ask?)
