It depends if you started a fresh game or an existing one.
Only if the tree is newly spawned in an area can they grow as grow tree. So if you start a brand new game, the chances your town is taken over by grow fruit is really big. If you played a game for a while, only areas you have not visited have chances of grow fruit.
Seems chances that something is a grow fruit tree are very hight.
So, go to areas you haven't been yet in your current game to find them.
It's not a bug but working as intended.
I thought that is how it might work so I patched and started a new game. No trees, no Jasmine.
Are you sure you don't have some mod that's conflicting ?

I've never had any mod in my game....ever. No CC either. It's Maxis content from beginning to end.
Did you check the community gardens and waited there a while for her to show up ? During the day preferably.
I think you would be very unlucky to not have any trees on a new game. From what I can tell, chances are very very high that you get them.
I'm playing a single Sim living in WC. Right now he does two things......he tends his garden to raise his gardening skill and he goes to the gardens in WC and OS. He spends half the day in one and then spends half the day in the other one. Then he goes home to tend his own garden, eat dinner and sleep. The next day he repeats the same thing.
