Interactions like that are useful for deviant simmers, storytellers, and those who wish to have households that are not perfect and happy all of the time. It's for players who want more diverse backgrounds for their sims. It does not "promote" violence, it is merely an optional interaction choice in a fictitious game for personal use. I don't think it will confuse anyone into thinking that shoving children is okay in real life, any more than a cartoon will convince viewers that it's okay to drop an anvil on someone's head.
