Last I checked (a couple of months ago) - the Shove interaction, while still showing up in the menu - did not work. Every time my sim tried to use it, the interaction just dropped out of the queue. It made me wonder whether the devs had disabled it because of people complaining like in this thread.

I actually reported it and haven't followed up on it, but in my opinion, I hope they didn't "nerf" it. Either remove it completely from the menu, or enable it. As I recall (it's been a long time), the actual interaction was very mild.
