Step 1: turn autonomy off so your sims don't wander around.
Step 2: through cheats max out the photography skill for the sim that will be taking the picture, buy the most expensive camera and place it in his inventory.
Step 3: place your sims in a custom pose. There are plenty tutorials how to do that on the internet :)
Step 4: place the photographer in front of the posing sims (Note: if you're taking a pic of a toddler or child it's best for the photographer to stand a bit farther away), click on the camera and choose "take photo". Choose the biggest picture size, zoom in if needed and take the max amount of pictures you can. If you're not happy with the angle just place the photographer closer or farther away.
Step 5: place the photos on a wall, pick the most expensive (therefore with the best quality) one and frame it. Sell the rest. Now go to build mode. Change the color or the frame if you need to (before I used custom ones I usually changed it to brown or white, black didn't suit most of my builds) and size down the picture to your liking for better quality. Done!
