There are some things like town editor and terrain tool and pond tool and food processor that aren't toddler related. The list is a little biased because there are a few things that weren't in any of the base games but came later on with patches.
But they have yet to be included in DLC so they're not what she was talking about. I really meant the stuff you would see in stuff packs or expansions like weather and pets or stylized furniture but I do believe some things needed to be added in base games (luckily it's been fixed lately with patches)
