My sim can already perform magic with the voodoo doll. I can see the appeal of magic as an equivalent to vampire powers, where you have to raise your magic rank to gain points to unlock new magic powers. But I can also see the appeal of having magic be a skill (or a set of skills) that anybody can learn, so long as they have the skills and the right items in their inventory.
The big advantage to skill based magic over lifestate based magic is that it keeps the lifestate issue a lot simpler. Instead of having to work out rules for hybrid werewolf alien witches, the magic part is easy to apply to anybody who ranks up the skill.
I can see where you're getting at, but I like having witches be their own lifestate. I like experiencing the divide that occult sims have from normal sims as well as eachother. It makes establishing a community feel more exclusive, since the only way to be in a coven is to actually have magic. Also, being their own lifestate means that you can breed for them, which is what I enjoy doing in video games. Witches could have more interactions with the voodoo doll with both high magic and mischief skills since the doll did underwhelm me when I first played with it. I am still open to their being more magic that's accesable to all sims, however. They could bring back the spell book that was in the sims 3.
