It did when i put a eco upgrade in, it says something about if it isn't emptied then it can cause spontaneous combustion- and yep my toilet caught fire and killed my sims.

If you have an insect farm you should be able to get an option to collect the compost from the toilet and feed it to the bugs. Compost overload will set the jacks on fire. :D
And -unfortunately-your sim.

I think it's a bug that was reportedly resolved from the Eco living patch if you own that pack? If not I know sometimes players can experience certain bugs just from the patches without buying whatever pack it is that caused the bug in the first place..

I think there used to be a mod to stop it but believe it/they became obsolete when the issue was reported as dealt with by EA.. :) (as if-)

If you have a 'Compost" toilet, I believe it can catch fire. I don't think that one is a bug. :D If its the bug causing it, I don't think you get the notification that it's on fire :)

If you have a Sim with the Handy aspiration reward trait (from the Nerd Brain aspiration) and you do the Insta-Upgrade that adds all the upgrades, you might inadvertently install the composting one as well -- so be cautious.

Another quirk I need to remember now about the handy aspiration reward trait and insta-upgrades as I certainly don't want to experience that scenario in game with my sim :)

I have Eco, and this thread has given me an idea. I'm going to replace all of the toilets in public venues with compost toilets and see if any chaos ensues
