I think I found the memory system in TS4 - Memory Panel
I took some screenshots (press C) of the sims and went to review them and saw a button to make a memory.

The tutorial mentions a Memory Panel - I haven't found it, where is it?
Is this it? Because it is kinda strange to have to scroll through so many images across multiple saves to have them reminisce a memory. I wish that part of it was located in a place that was save file specific.

BTW these images are images you take pressing C and when your sims take pictures with their cameras or cell phones
