@Jeansoo You could also get the weather machine and upgrade it so you can set the weather to whatever you want. If you don't have a handy sim, just temporarily use one from the gallery or make one quick with cheats, then evict and run them out of town (if you want) once you upgrade the machine.

It's a big ugly thing, but you can shrink it really small with the [ key when placing it and it will still work. That's what I did. I put one on a single community lot in each nhood (a park in most of them) just so I could stop rain when I needed to (it's a real buzzkill for outdoor weddings).
