Yeah, this is something that bugs me too. I remember reading a statement of one of the devs where they said they like working on the base game but they prefer to work on additional packs because they're the fun part of the game.
Now just translate that to any other game : You pay ~ $70 for a seemingly full game, but heyyyy the DLC is where the fun part of the game lies.
I could enjoy The Legend of Zelda : Breath of the Wild as a full game. I got the DLC for it but not because I felt it was incomplete but because I thought it added some nice extras to an already fantastic game that's filled to the brim with content, both the given one and the one I could create for myself with its sandbox elements. I can't say the same about the base TS4 game.
