I usually play with no more than 4 sims in a household. More often it's just a one-person household I play. I also play multiple households in a game. To keep me from getting bored too quickly. If there was no limit I would have them simply there to be townies and no other purpose. I sometimes create 8 sim household but when I do They are created to be townies and not intended for me to play.
