In order to appeal to me, there would need to be a historic aspect to the witches. They could make more modern options but that's not what I would be drawn to. I keep the vampires as kind of anachronistic figures that don't age. Honestly, I'd probably end up playing with history and I'd use the witch elements in stories of Renaissance/Medieval power struggles.
I think the witches should be capable of having a rivalry with the vampires if they want to.
I'd be cool with good vs. evil witches. I'd want a focus on both male and female witches because historically the concept of witches was rooted in superstition, misogyny and power-seeking. I'd be interested in seeing them incorporate witches from different historical eras but I would want to keep things largely positive.
I agree about wanting to see a medieval/renaissance theme. I'd incorporate the famous Salem/Pilgrim look, but also traditions from Russia/Eastern Europe and the Renaissance in Italy and France as well as Celtic Britain and Ireland. Incorporating more historic elements would draw me in. I could see witches hanging out in Windenburg's old town.

A young Russian "witch", flowers in the hair seem to be a common theme:

They could also have options for the "Baba Yaga" style old grandmothers.

Perhaps there could be alchemy? So, the ability to transform objects. Potions, spells and flying seem obvious. Thinking about it, witches and fairies could probably be combined into the same pack, because they have a lot in common. Fortune-telling and match-making could also be associated with this.

As for the witches' world? BB is already based on coastal New England. I think a world for the witches could be a thick magical forest with glowing bogs and fireflies. Witches and other mythological concepts were often associated with untamed forests where thieves and wild animals tended to lurk. It should be beautiful and a bit creepy. Venturing to a witch's house could be a feat. Other alchemists could live within the lair of a castle, towr or a small nondescript Medieval shop depending upon how players would want them to live. The more I think of this, the more I think of the Middle Ages.
I'm thinking of imagery like this:

Maybe I just actually want the Middle Ages and Renaissance in a pack, but I could see witches fitting with it. I know that with the vampires, they incorporated both modern and historic vampires. I pretty much got that pack for the Victorian and historic elements.
