What they should do is abolish vacation worlds as a separate entity, and make them like other worlds. Make a system where you can vacation in any area by renting a house or staying at a hotel/motel/hostel. That way, you can vacation in sunny Sulani, while the Sulanese can vacation in dreary Forgotten Hollow.
