OP - keep in mind not all of us had issues like that with the open world. I still play Sims 3 without issues. Plus routing problems are very much self fixable in Sims 3 (it takes a lot of work because Maxis worlds don't take well to players tampering with them - but it can be done) - where as in Sims 4 they have what is called smart routing which is part of the engine programming and nothing we players could ever fix ourselves if it fouled up - which technically it shouldn;t as smart routing can make sims plow through anything - they are not controlled with graph lines on the surface and routing paint like Sims 3 sims were. But routing cannot break in sims 4 like it can in Sims 3 either - - there are pros and cons in both methods - but the biggest con is in Sims 4 - players can't fix it, break it (well a mod could) or do anything to it - so that would probably keep them from ever making this an open world. Besides they don't even have road system programming in here so unless they can make our sims work with FX that is not a threat any way in the worlds that already exist anyway - as far as I can see. Sims cannot interact with fx programming technically - so I'd guess that idea couldn't happen anyway, at least last I knew. Unless that has changed in the last few years - I still don't see it happening in all our present worlds anyway.
