I doubt Sims 4 is ever going to have open worlds. Maybe wider neighborhoods, but not open world like Sims 3.
(But ...If they ever decide to include open world in a Sims game again, I hope they implement it better like in other video games. I HATED having the ghost towns of Sims 3 in my game. I literally cried at seeing my empty festivals in Seasons, especially. That is one of the reasons I will be angry at Sims 3 forever for that, besides some of the content and personalities lost from Sims 2 and the story progression. I will protest here on the forums and on Twitter against open world if the next Sims game gives some of us that kind of trouble again.)
I also don't have empty fairs and such in Sims 3. The power of your computer has a lot to do with that. Desk top definitely made a difference in Sims 3 and a top of the line gaming desktop mattered big time. That isn't quite as important in Sims 4 as it was Sims 3. Totally different system and engines with Sims 4 having better technology keeps some of those factors less important as they were in earlier sims games.
Like the Sims 4 game engine is not set in stone - like Sims 2 and 3 game engine was. The Sims 4 engine I understand is adaptable and changeable unlike previous designs. Other than that I really don't know a whole lot about it - there is not much data on this engine - at least for outsiders of the business that I have found.
