The thing about putting unicorns into a fairy game pack is that all of the horse assets would have to transfer as well, and people who want to own both would end up with the same thing twice. That, in turn, would take up a huge amount of space and leave hardly any room for other things and the pack would be very redundant. Players would probably riot, lol. It would be like trying to put cat and dog ghosts only into paranormal and not the Cats and Dogs pack. It would seem weird for both packs. Unicorns are essentially a type of horse, but perhaps with a couple of mystical properties. The only other way to do it would be to have unicorns be a type of unlockable feature for only those who own the Horse EP. But, again, this poses a problem resembling My First Pet Stuff. You'd have to own one pack to be able to use something in another, and if you didn't own horses, your game pack would have less gameplay because you couldn't access Unicorns. So I do hope they put Unicorns in.
As for Horses not being in other EPs, I think that horses most likely took several years to develop, even longer than Cats and Dogs, which took about 3-4 years, if I remember right. Horses are even more complicated because they have to interact and connect with Sims riding them, which no doubt took a lot of tedious work to get right. So I'm not surprised they turned up in their own EP and I'm quite sure they would never have been offered in a GP because the time and costs to create them were probably very high in comparison to most other features.
