My guess is they either ran out of time, or their budget didn't allow it. We know The Sims team only gets a shoestring budget for these pack.
If they
did run out of time before they could add in unicorns, that will be a bigger problem, because then the animations and features won't be polished either, and we might have a repeat of My Wedding Stories...
