I had the Better Build Buy mod it and I think was the cause of overlapping ui on top. With the update , now BBB is out of date. It can be an incidental fix if you can't stand the shopping cart. https://i.imgur.com/MJWcNub.jpg
But you have to be top tier simmer to have memorized the top panel functions to play the game this way.
