Could you possibly make a clubhouse for your cooking club on a public lot? You could build a cooking clubhouse and just categorize it as a park or art gallery. I've done this with other clubs, like having my painting club at a public art gallery. And it's very reminiscent of the "exclusive" club houses from the Sims 2. Unfortunately, that's the only solution I can come up with :/
