As soon as you open your save before you select a playable Sim, check the lot by clicking on it and check Build, then check the lot requirements. If they're all checked off, you might need to bulldoze that lot and replace it with a different one, or maybe just try saving that lot to your Library and replacing it after you bulldoze the old one. You could also try saving the venue to your library, putting it in a new save and see if you still have issues.
