I've had infants and toddlers return from daycare with nearly depleted hunger bars several times, what can be potentially dangerous.
Realistically an impoverished teen would use the daycare option, which is government-provided, free, but unreliable. Paying a nanny would be the luxury option.
Be aware that daycare has an advantage or disadvantage, depending on how you see it: Toddler sent there will learn skills while away. I enjoy skilling up my little ones, so for me this sort of crossing into my parent boundaries, lol. But it can be a big help for your teen!
