Is a create a world tool coming to the sims 4!?

So I just saw this article and I'm really curious if this will actually become a thing. If it is I'm HYPED. What do you think based on this article? http://thesimsglobal.co.nf/2018/02/10/sims-4-cr...

Hmmm then what does the image in the article means you think? perhaps a way of setting certain settings for a neighbourhood? like making it a non vampire/alien neighbourhood for example?
