For me it was worth it from the beginning. I played with it consistently until we got more packs.. and then have continued adding to it with the packs as they came out. I personally think it's a good idea to get use to what you have. Sometimes it takes a long time for me to explore parts of a pack. My most recent for instance is photography... I've had it all along but only started to really skill it and use it in a story for my sim since Get Famous came out.
Anyway.. base game and patches very worth it. If you can get it on sale (and I hope the OP did) even better.
