Not likely. Reason is the worlds are not open like the Sims 3 worlds were and it’ll probably be a lot more complicated and not very user friendly tool to use. You can’t even place lots in Sims 4 manage worlds so very unlikely you’d see manage worlds. I’m not a game developer but the number of lots in a world are probably hard coded into the game and can not be modified
