Is create a world ever coming for ts4?

Honestly it would be a dream come true if the sims 4 would have same kind of create a world that the sims 2 had whit many options and possibilities.
Also they could even add "world traits", same style like lot traits. There could be world traits like "helpfull neigbours" , "greeting whit a kiss on a cheek", "expensive realestate"etc.
Honestly i would be okay whit anykind of create a world as long as it's coming.. i hope it's coming..
Has sims gurus said anything about this resently?

I do not know if you use mods but in case you do I have a mod-recommendation. This mod really helps me out with building because it takes away a lot of the objects placed in the world and it becomes more of a blank canvas.
