Is eco footprint actually working for anyone?

I think it is working? I can't tell, I played with a sim in Port Promise and their lot is green, and the entire neighborhood changed into green, but then it randomly goes down only for it to go up to green later. I can't tell if it is because the other lots are not green or what's going on there.
I have also no idea how I am going to get the other lots to change into green if I don't want to play the sims who live there, or if it is a community lot where the building takes up all the space. I tried to change a community lot in San Myshuno and I had to stay there for the bar to go up.
