It works for me as long as I do not switch households, what for a rotational player is the same as it's not working.
I can achieve eco or industrial footprint with little effort and it mostly stays that way. If the value changes I usually know why (in most cases because I forgot to refuel the generators). But the moment I switch neighborhoods odd things I cannot explain happen in the ones I leave behind.
For example my junkyard has a constant footprint of 500, the maximum possible, and the neighborhood footprint is 445 (400 being the cutoff for industrial). But after playing elswhere I returned to a neighborhood footprint of 175 and it takes several days to go back to industrial. That shouldn't happen in my opinion, neighborhoods we do not play should freeze at exactly the state we left them behind.
