Is Growing Together worth it without infants?

I would say yes cause the world is beautiful,the splash pads and the cinemas give your sims things to do. Granted the world is kind of bland cause most of it's set dressing but there are 2 empty lots you can place stuff on. If you have High School Years I recommend placing an Amusement Park with the ferris wheel,tunnel of love and haunted house. There are a lot of amusement park builds on the gallery. I'd also recommend placing a restuarent on the other lot or a skating rink. I haven't played with infants yet either. I've been mostly playing around with the world.
